HONEYWELL RTH8500 Not heating up to scheduled temp

It goes about 5 degrees or so lower than the scheduled 70. Had furnace tech out 3x and doesn't know- replaced board, cleaned relays, still doing it. I have to turn the switch off and on for it to work over and over again. PLEASE help...

my new rth8500 will only program monday to thusday cannot program fri/sat/sunday could you give me any help or should i return it to where i got it to exchange it t/x ray...
